KAMPALA, Jan 17 (Reuters) - The Ugandan shilling was flat against the dollar on Friday, on the back of scant hard currency appetite from both merchandise importers and players in the interbank market, traders said.

At 0939 GMT commercial banks quoted the shilling at 3,682/3,692, the same level as Thursday's close.
