KAMPALA, Jan 23 (Reuters) - The Ugandan shilling was flat on Thursday, with demand for hard currency subdued from importers and on the interbank market, traders said.

At 0941 GMT commercial banks quoted the shilling at 3,680/3,690 to the U.S. dollar, the same level as at Wednesday's close.
