BRUSSELS, Aug 21 (Reuters) - The European Union's proposal would mean lowered U.S. car tariffs down to 15% retroactively from August 1st, the European Union's trade commissioner Maros Sefcovic said on Thursday.

Sefcovic's comment came as a 3-1/2 page joint statement by the United States and the EU was released, locking in a trade deal reached last month that includes a 15% tariff on most EU imports.
