KAMPALA, Dec 21 (Reuters) - The Ugandan shilling was flat on Thursday amid thin activity as some businesses started closing for the Christmas and year-end holiday season, traders said.

At 0953 GMT, commercial banks quoted the shilling at 3,755/3,765, the same level as Wednesday's closing rate.
