KAMPALA, April 23 (Reuters) - The Ugandan shilling was flat against the dollar on Tuesday, with some inflows of hard currency from non-governmental organisations (NGOs) helping provide support, traders said.

At 0856 GMT commercial banks quoted the shilling at 3,810/3,820, same level as Monday's close.
